Background
Stipendiary Steward Ms K Jillings filed an Information alleging a breach of Rule 537(a). Details are as follows:
‘late declaration of rider in Race 3 (Ryders Legacy) on race morning. 4th offence’.
Prior to commencement of the hearing Mr Sharrock confirmed that he understood the rule and admitted the breach.
Rule 537(a) provides that:
The Trainer or Owner or lessee (as the case may be) or the Agent of the Trainer, Owner, or lessee (as the case may be) for a horse accepted or deemed to have been accepted for a Race shall:
- declare to NZTR the name of the Rider of that horse by the time and date specified by NZTR for declaration of Riders for that Race.
Evidence
Stewards confirmed that Mr Sharrock had declared Mr Joe Doyle as rider for his horse on race morning this being outside the prescribed deadline. No acceptable reason was provided. Normally a breach of this nature would be dealt with by way of a Minor Infringement Notice. However given this is the 4th offence within the last 120 days the Information was lodged.
Mr Sharrock did not dispute Steward representation. He was frank in his admission conveying that the breach was not an oversight, he was simply (in the context of likely scratchings) looking to secure the services of an appropriate Jockey.
Decision:
As the charge was admitted it is deemed to be proved.
Submissions for Penalty:
Stewards confirmed that is the 4th breach of this rule by the Respondent within the last 120 days. The first 2 were dealt with by Minor Infringement Notices 4/10/2025 – $50 fine and 14/11/2025 – $100 fine. The 3rd was dealt with by way of an Information on 14/12/2025 resulting in a $200 fine. Stewards recommended a fine with an uplift over the previous sanction.
Reasons for Penalty:
Trainers are required to make Rider declarations within the prescribed timeframe to ensure that all participants and the betting public have accurate, up‑to‑date information prior to each meeting. Given circumstance the Adjudicative Committee considered an uplift over that fine last imposed was necessary. By way of guidance it was noted Mr Clinton Isdale (Licenced Trainer) was fined $300 on 24/10/2025 for a 4th breach of the same Rule. A fine of $300 was deemed the appropriate sanction.
Conclusion:
Mr Sharrock was fined $300.
