Penalty: Class A Rider Billy Jacobson is suspended for 6 days

Miss Haley alleged that in Race 4, Mr Jacobson permitted his mount THE COOL ONE to shift ground inwards, when not sufficiently clear, crowding LEONARD and MATAKANA PERKYNANA, which were checked passing the 1000 metres.

Mr Oatham demonstrated on the videos that near the 1000 metres, Mr Jacobson was a bare length clear of LEONARD (Ms Williams), when he shifted inwards into her running line. She had to take hold of her mount and Ms Riddell, who was behind Ms Williams and to her inside, was also affected. Mr Oatham stated the incident was right on the bend.

Mr Jacobson stated his mount was lugging in and it was a little difficult to ride. He did look and he had pressure on the right rein and was trying to keep THE COOL ONE off Ms Williams.

Miss Haley described the incident as an error of judgment, mixed with the greenness of the horse.

Decision

As Mr Jacobson has admitted the breach, it is found to be proved.

Submissions as to Penalty

Miss Haley produced the Respondent’s record, which evidenced 1 breach of this Rule in the past 6 months back in May. She said Mr Jacobson was a busy Rider. She described the breach as mid-range. The Respondent’s misjudgement had affected a number of runners.

Mr Jacobson agreed with Miss Haley’s assessment of the breach.

Reasons for Penalty

The starting point in the Penalty Guide for a mid-range breach is a 7-day suspension. Taking into account that Mr Jacobson is a busy South Island based Rider, his record can be regarded as good. This, coupled with his admission of the breach and the greenness of the horse, leads to a one-day reduction from the starting point.

Conclusion

Mr Jacobson is suspended from 31 July, up to and including 10 August 2025. This is 6 national riding days.
