Penalty: Apprentice Jockey Rahul Beemud suspended 10 National Riding Days

FACTS:

Mr Beemud admitted a breach of Rule 638(3)(g)(i) in that he struck his mount (CHALLA) 7 times with his whip prior to the 100 metres (5 is the limit).

Mr Beemud, who was assisted by Mr Harris, said that he understood the Rule, charge and confirmed that he admitted the breach.

Mr Oatham showed film replays and identified where Mr Beemud had struck his mount with the total being 7 before the 100m.

Mr Oatham added that Mr Beemud had also waved his whip around several times.

Mr Harris said that Mr Beemud had got excited and was a bit nervous, that they were not hard hits, but that he has to tone it down.

DECISION:

As the charge was admitted it was deemed proved by the Adjudicative Committee.

PENALTY SUBMISSIONS:

Mr Oatham said that Mr Beemud had a poor record with 5 previous breaches of the Rule in the last 6 months:

20 November 2021  –           Fined $250

11 December 2021  –           Fined $500

18 December 2021  –           5-Day Suspension

16 February 2022    –           5-Day Suspension

23 March 2022         –           8-Day Suspension

Mr Oatham said that Mr Beemud had had 150 career rides in just under three years and that his record was of concern.

Mr Harris said that Mr Beemud had ridden 11 winners with limited opportunities, was not aggressive and has to learn to count.

Mr Beemud said that any suspension could start immediately.

REASONS FOR PENALTY:

Mr Beemud has an unenviable record with 6 breaches of the Whip Rule in 6 months.

It was clear to the Adjudicative Committee that prior penalties have not deterred Mr Beemud.

The most recent penalty was 8-Riding Days Suspension.

It was determined that an increase on that penalty was appropriate, as Mr Beemud appears to have little regard for the Whip Rules.

CONCLUSION:

Mr Beemud’s Apprentice Jockey’s Licence was suspended from 30 April through to all Racing on 14 May 2022 (10 National Riding Days).

Mr Oatham advised the hearing that he would be referring Mr Beemud to the NZTR Riders Skill Panel.
