Waikato TR 22 August 2026 – R2 – Jack Taplin

Introduction

Mr Oatham (Chief Stipendiary Steward) provided an Information alleging that Mr J Taplin struck his mount TEN TO TWO eight times before the 100 metre point.

Rule 638 provides:

(g) Subject to the other requirements this Rule 638(3), in a Flat Race or trial (including jump-outs and/or tests for certification purposes), a Rider must not:

(i) except as provided for in (iii) (A) and (iii) (B) of this sub-Rule, strike a horse with a whip more than 5 times prior to the 100-metre mark (other than in a  slapping motion down the shoulder with the whip hand remaining on the reins).

Evidence

Mr Oatham demonstrated on the videos, that the Respondent was racing anear the back of the field on the rail as the field entered the home straight. Mr Taplin then used his whip 8 times prior to the 100 metres.

Mr Taplin and Ms Collett (Senior Rider supporting Mr Taplin) agreed with the Stewards’ count and interpretation of the ride.

Decision

As Mr Taplin has admitted the breach, it is found to be proved.

Submissions as to Penalty

Mr Oatham produced the Respondent’s record, which evidenced one previous breach of this Rule in the past 6 months. Mr Oatham recommended a 5 day suspension.

Reasons for Penalty

For a second offence, the Penalty Guide provides for a suspension of 5 National Race Days. This was considered to be the appropriate penalty by the Adjudicative Committee.

Conclusion

Mr Taplin’s Licence is suspended for five race days. After conferring with his agent, Mr Taplin requested and was granted a deferment of the penalty until after the conclusion of racing on Wednesday 26 August, so he could fulfil existing riding commitments. Therefore, Mr Taplin’s suspension will commence on Thursday 27 August and end after racing on Friday 4 September (inclusive) 5 National Racing Days.
