Penalty: Jockey Madan Singh is suspended for 6 National Riding Days

EVIDENCE:

Following the running of Race 3, the “PULLMAN HOTEL MELBOURNE 1600”, Mr Oatham presented an Information charging Mr Singh with careless riding, in breach of Rule 638(1)(d).

It was contended that Mr Singh, riding LEICA PEARL, directed his mount outwards when there was insufficient room to do so, and made contact with DUBAI’S POTIKI.  He then continued to shift his mount outwards and in doing so, dictated that horse wider, so as to crowd outside runners near the 250 metres mark.

Mr Singh admitted the charge.

The race films illustrated by Mr Goodwin, depicted that about the 350 metres mark, Mr Singh angled his mount outwards to take advantage of a gap that he thought had appeared.  In doing so, he continued to shift outwards towards DUBAI’S POTIKI when insufficient room was then available.  This movement was for some distance and tightened and forced DUBAI’S POTIKI outwards, which produced a chain reaction, forcing several other horses outwards.

DECISION:

As the charge was admitted, it was deemed proved.

SUBMISSIONS FOR PENALTY:

Mr Oatham advised that Mr Singh has ridden in 191 races over the last 12 months, with one careless riding breach recently on 2 November 2025.  He considers the carelessness to be mid-range.

Mr Singh has riding engagements at Tauherenikau on 10 December 2025.

REASONS FOR PENALTY:

A suspension is required.  From a starting point of 7 days, and allowing for a good record reducing this by 1 day, a suspension is imposed for Mr Singh’s Licence to ride, for 6 National Riding Days.

CONCLUSION:

The suspension is to start at the conclusion of racing on 10 December 2025 and to end at the conclusion of racing on 19 December 2025.
