Evidence:

Following the running of Race 4 – the JCE Construct Maiden – Mr Singh admitted a charge of careless riding.

Details of the breach are as follows:

Permitted his mount TRAMONTO to shift outwards when not sufficiently clear of PROISSTAR which was checked near the 300 metres.

Mr Singh confirmed that he understood and admitted the breach.

Stewards outlined the incident through film. As the field looks to straighten, Mr Singh is approximately 4 to 5 horse widths away from the fence, with PROISSTAR (Ms Lily Sutherland) and CONWAY O’CEIRIN (Mr Johnathan Parkes), to his outside. Mr Singh allows his mount to shift out when insufficiently clear of PROISSTAR, who is checked and loses  ground. When asked, Mr Singh admitted an error in judgment on his part.

Reason for Decision:

As Mr Singh admitted the breach, it was deemed to be proved.

Submissions for Penalty:

Mr Goodwin outlined Mr Singh’s record as it pertains to careless riding infringements over the last twelve months being:

Woodville 27/12/2022 – mid range – 7 days suspension

Stewards advised they considered the breach to be low range.  Mr Singh sought deferment of any suspension, noting he had commitments at New Plymouth on 22nd July 2023.

Reasons for Penalty:

The Adjudicative Committee considered evidence and submissions as presented and are satisfied that the breach sits at the low range. Current Guidelines provide for starting point of 5 days suspension in such circumstance. This was adopted. Imposed suspension was reduced by 1 day to reflect record, along with admission of the breach. Deferment was granted.

Conclusion:

Accordingly, Mr Singh’s Licence to ride in races is suspended from the close of racing on 22nd July 2023, up to and including 28th July 2023 – 4 national riding days.
