Evidence:

Following the running of Race 8, Rider Madan Singh admitted a charge of careless riding filed pursuant to Rule 638(1)(d). The Information alleged that he permitted his mount, BRUNO, to shift inwards when not sufficiently clear, resulting in crowding to several runners and MADAME MOET being checked passing the 1600 metres.

Mr Singh acknowledged that he understood the Rule and confirmed his admission of the breach.

Rule 638(1)(d) provides: A Rider shall not ride a horse in a manner which the Adjudicative Committee considers to be careless.

Using the race films, Stipendiary Steward Mr J Oatham demonstrated the incident and identified the relevant horses and Riders.

Mr Singh was the widest runner in a 10‑horse field. Immediately to his inside was Mr Doyle. Mr Singh shifted inwards in an attempt to obtain a better position, but did not fully clear Mr Doyle. This movement resulted in a concertina effect among the runners to his inside, culminating in Ms Riddell being forced to check back on the rail.

In response, Mr Singh submitted that the movement of Liam Kauri’s mount, which was weaving inward and outward, contributed to the overall interference.

Decision:

As the Respondent admitted the breach, the Adjudicative Committee finds the breach proved.

Submissions for Penalty:

Ms Kelly Jillings produced Mr Singh’s riding record, which showed no previous breaches of the Careless Riding Rule within the past 12 months, from 99 rides over that period.

Stewards assessed the level of carelessness to be in the low range.

Mr Singh advised of riding engagements through until Saturday November 29th and sought a deferment to any proposed suspension.

Reasons for Penalty:

In determining the appropriate penalty, the Adjudicative Committee assessed this breach as being at the low end of the scale and adopted a five-day suspension as its starting point. This was considered low end because, under the Rules, a Rider is required to be at least two lengths clear before crossing another horse. In this instance, Mr Singh was only one and a quarter lengths clear, so he was nearly, but not fully clear. Additionally, the racing manners of Mr Kauri’s mount, which was shifting both inward and outward, contributed to the circumstances of the incident.

Having taken these factors into account, along with Mr Singh’s immediate admission of the breach and his good riding record, the Adjudicative Committee determined that a one-day reduction from the starting point was justified.

Conclusion:

Mr Singh’s request for a deferment is granted. As a result, his Licence to ride in races is suspended for four days, commencing after the conclusion of racing on 29 November 2025 and concluding at the end of racing on Friday, 5 December 2025.​
