SUMMARY OF FACTS:
Following on from the Ruling sought for permission to late scratch, and not being granted, Stipendiary Steward Mr Goodwin lodged an Information charging Ms Lupton with failing to scratch the horse LOST CAUSE by the required time.
DECISION:
As the charge was admitted, it was deemed proved.
SUBMISSION FOR PENALTY:
Stipendiary Steward Mr Goodwin sought a fine in line with the Penalty Guidelines (February 2023).
REASON FOR PENALTY:
Ms Lupton scratched LOST CAUSEÂ after the declared scratching time when there had not been a change to the track conditions. It was determined that no other horse was denied a start as a result of the late scratching.
In this instance, the Adjudicative Committee determined that the appropriate penalty was a $200 fine, in line with the Penalty Guidelines.
CONCLUSION:
Trainer Ms Lupton is fined $200.
