SUMMARY OF FACTS:
Ms Farr was charged with permitting her mount “OUR CRAFTSMEN” to shift outwards when not sufficiently clear of “TRUEMAN” (S Phelan) which struck a heel and blundered near the 1900m.
EVIDENCE:
The film replays were shown with Mr Oatham identifying both runners. It was clear that Ms Farr came out onto TRUEMAN when her mount was only a neck clear. Ms Farr continued to push out and as a consequence TRUEMAN struck a heel and blundered.
Ms Farr in essence said that her mount was going strongly, the horse in front of her eased and that she shifted out because her safety was in jeopardy. She said that if the Rider on her outside had shifted out a little the incident would have been avoided.
REASON FOR DECISION:
As Ms Farr admitted the breach and the film evidence was compelling, the charge was deemed proved.
SUBMISSION FOR PENALTY:
Mr Jones said that Ms Farr’s record was clear in the last 12 months. He said that there were only two Jumps Meetings left, one on 23 September at Wanganui and one on 3 October 2021 being the “Northern” at Auckland. He added that there now was uncertainty as to when that meeting will be held. Under the circumstances Mr Jones invited the Committee to consider that a suspension and a fine be imposed.
Ms Farr said that she would like to ride at the Northern Meeting.
REASON FOR PENALTY:
Considering the uncertainty of race dates the Committee determined that a suspension and a fine was an appropriate penalty.
CONCLUSIONS:
Ms Farr’s Jockey’s Licence was suspended to the end of racing on 23 September 2021 (1 day) and a $500 fine imposed.
