EVIDENCE:
Following the running of Race 9, Stipendiary Steward Mr Matt Sole presented an Information alleging a breach of Rule 869(3)(b) by Junior Driver Miss Riley Harrison.
The Information was opened and adjourned sine die and heard this day, 8th November 2024 at Rangiora Raceway.
Miss Harrison stated she was conversant with the Rule, the Charge and she confirmed she admitted the breach. Miss Harrison was supported by Open Driver Mr Blair Orange.
In the absence of Mr Sole, Mr Shane Renault, Stipendiary Steward, acted as the Informant.
Mr Renault played the race video to identify Miss Harrison (JASPRIT TROUBLE) racing in the lead, approaching the final 200m of the race. He pointed to Miss Harrison allowing her horse to drift out onto JORDAN ANNE (M Williamson) and then immediately correct it. Mr Renault then showed Miss Harrison, at approximately 50m from the finish, allowing her horse to shift out again into JORDAN ANNE’S line, who was holding 4th placing, requiring Mr Williamson to check his horse close to the finishing post, where he finished in 5th place.
Mr Renault said it was the Stewards’ opinion, if it had not been for this check, JORDAN ANNE would have finish in 4th place.
Miss Harrison and Mr Orange had nothing to say in relation to the incident.
DECISION:
The Respondent having admitted the breach, it was deemed to be proved.
SUBMISSIONS FOR PENALTY:
Mr Renault stated Miss Harrison had driven 134 times this season and had a clear record under the Rule.
Mr Renault said the Stewards viewed the breach in the mid-range and a Penalty commensurate with the Guidelines, $500, would be appropriate.
Mr Orange said Miss Harrison would prefer a fine over a suspension and added consideration of Miss Harrison’s status as Junior Driver, be given in assessing any fine.
REASONS FOR PENALTY:
The Penalty Guidelines provide a 2-day suspension or a $500 fine starting point for a first offence at mid-range.
The Adjudicative Committee, on assessing a Penalty, considered the following factors:
Miss Harrison’s admission.
Miss Harrison’s status as a Junior Driver.
Miss Harrison’s clear record, which for a busy Junior Driver, is commendable.
Accordingly, the Adjudicative Committee imposes a fine of $400, which is appropriate in circumstances of this case.
CONCLUSION:
Junior Driver Miss Riley Harrison is fined $400.
