Outcome: Proved
Penalty: Apprentice Jockey Floor Moerman is suspended for 4 days
Evidence:
Following Race 6, Stipendiary Steward Ms L Selvakumaran filed an Information pursuant to Rule 638(1)(d), alleging that Apprentice Jockey Ms F Moerman permitted her mount, POUKAWA, to shift inwards when not sufficiently clear of CONEY ISLAND, which was checked near the 600 metres.
Ms Moerman acknowledged that she understood the Rule and confirmed her admission of the breach. Senior Rider Ms K Hercock was present to assist.
Rule 638(1)(d) provides: A Rider shall not ride a horse in a manner which the Adjudicative Committee considers to be careless.
Using all available race films, Senior Stipendiary Steward Mr Neil Goodwin outlined the incident. Entering the bend near the 600 metres, Ms Moerman was the outermost of three runners, with Mr Dell on CONEY ISLAND immediately to her inside, and inside of him, Ms Kelly Myers on NO MORE PENNIES.
Mr Goodwin explained that while it can be common for horses to “lay in” slightly when rounding a bend, on this occasion, Ms Moerman shifted inwards when not the required distance clear of CONEY ISLAND, resulting in Mr Dell having to check his mount.
Ms Moerman stated that her horse was travelling well at the time and, while admitting the breach, believed that Ms Myers’ horse had shifted outwards slightly, contributing to the check suffered by CONEY ISLAND. Ms Hercock agreed that there appeared to be some outward movement from Ms Myers’ mount.
Decision:
As Ms Moerman admitted the breach, the Adjudicative Committee found the charge proved.
Submissions for Penalty:
Ms Selvakumaran produced Ms Moerman’s record under the Careless Riding Rule, which showed the following:
12/11/25 5 day suspension (mid-low range)
14/12/25 4 days suspension (low range)
Stewards assessed the level of carelessness for today’s breach to be in the low range.
Ms Moerman advised that she could commence any proposed suspension immediately.
Reasons for Penalty:
After considering the submissions and viewing the race films, the Adjudicative Committee determined that, although there may have been slight outward movement from Ms Myers’ mount, the majority of the inward shift originated from Ms Moerman’s riding.
Her carelessness was deemed to be in the low range, and a 5-day suspension was adopted as the starting point.
Ms Moerman has had 403 rides in the past 12 months, which the Adjudicative Committee considered a good record. Taking that into account, along with her admission of the breach, the penalty was reduced by one day.
Conclusion:
Accordingly, Ms Moerman’s Licence to ride in races is suspended for 4 days, commencing after racing on Sunday, 22 March 2026, and concluding after racing on Sunday, 29 March 2026.
