Penalty: Jockey Billy Jacobson is suspended for 4 National Riding Days

Evidence:

Following the running of Race 5, the “MITRE 10 MEGA MASTERTON 1300″, Mr Goodwin presented an Information charging Mr Jacobson, the Rider of ‘PACIFICO” with careless riding in breach of Rule 638(1)(d).

Mr Jacobson admitted the breach.

The race films confirmed the allegations of Mr Goodwin, namely that Mr Jacobson allowed his mount to shift outwards, over the concluding stages of the race, when not sufficiently clear of outside runners, so as to result in tightenings to “TIVACI’S JOY” (C Barnes) and “MAGGIE MCMUFFIN” (L Allpress) inconveniencing those runners.  “PACIFICO” having obtained a run, finished strongly for 3rd place.  The two affected horses finished 5th and 6th.

Decision:

As the charge was admitted, it was deemed proved.

Submissions for Penalty:

Mr Goodwin’s opinion was that the breach was in the low range.  Mr Jacobson had had 118 rides since mid November 2023 and a very good riding record with only one warning.

Mr Jacobson said that his mount was hanging slightly but accepted he should have corrected it.  He accepted a suspension had to follow and had committed engagements until after the Taupo RC Meeting on 8 March 2024 (5 days hence).

Reasons for Penalty:

The Adjudicative Committee assessed the degree of carelessness as being low end, and took a starting point suspension period of 5 National Days.  But Mr Jacobson was entitled to call into account his excellent record as mitigating, for which a discount of 1 day was allowed.

Conclusion:

Accordingly, Mr Jacobson’s Licence to ride was suspended for 4 National Riding Days, to commence at the conclusion of racing on 8 March 2024 and to finish at the conclusion of racing on 14 March 2024.
