Penalty: Apprentice Jockey Niranjan Parmar is suspended for 7 National Riding Days

EVIDENCE;

Following the running of Race 4 the W B MORELAND MEMORIAL 2100, Mr Jones presented an Information charging Mr N Parmar with careless riding in breach of Rule 638(1)(d).  It alleged he permitted his mount “PINION” to shift inwards when not sufficiently clear of and crowded “ENCHANTED ELLE” onto ‘CLEESE” near the 1800 metre mark.

Mr J Oatham gave his interpretation of the race film which demonstrated that Mr Parmar, when racing 4 wide, shifted inwards onto ‘ENCHANTED ELLE” ridden by Mr M McNab which as a consequence, crowded “CLEESE” which was checked and Mr MacNab was required to relieve the pressure and crowding of his horse by moving out slightly to avoid “CLEESE” hitting the running rail. The skill of the Senior Rider was evident.

DECISION:

As Mr Parmar admitted the breach, it was deemed proved.

SUBMISSIONS FOR PENALTY:

Mr Jones advised the Adjudicative Committee that Mr Parmar had had 7 previous careless riding breaches over the past 12 months.  He said that the carelessness was in the “low” range.  Mr Harris, on behalf of Mr Parmar, advised that Mr Parmar was working with the Rider Skills Review Panel.

REASONS FOR PENALTY:

Although the degree of carelessness was low through being a gradual, but continual, movement, the experience of Mr McNab on ‘ENCHANTED ELLE” enabled a more troubling outcome to “CLEESE” to be avoided.

From a recommended starting point of 5 National Riding Days, an uplift of 2 National Riding Days is appropriate for the aggravating factors of Mr Parmar’s poor, and worrying record.  He has  committed rides up until 8 October 2022 at Matamata.

CONCLUSION:

Accordingly, Mr Parmar’s licence to ride in races is suspended for 7 National Riding Days, to commence at the conclusion of racing on 8 October 2022 and to finish after the conclusion of racing on 19 October 2022.
