FACTS
Mr Hannam admitted a breach of the Whip Rule in that he struck his mount in two consecutive strides short of the winning post. Mr Hannam was the Rider of HYDRO CHARM.
Mr Hannam said that he understood the Rule and confirmed that he admitted the breach.
Mr Goodwin showed film replays and identified where Mr Hannam had breached the Rule.
Mr Hannam agreed and said it was self explanatory.
DECISION
As the charge was admitted it was deemed proved.
PENALTY SUBMISSIONS
The record showed that Mr Hannam had not previously breached the Rule.
Mr Goodwin said that Mr Hannam had had one prior warning.
Mr Hannam confirmed that his record was clear.
REASONS FOR PENALTY
The film replays showed that close to the finish of the Race, Mr Hannam had struck his mount with the whip, on two consecutive strides.
The Penalty Guide has a starting point of $150 for a first breach of the Rule. Â As there were not any aggravating features to consider, the starting point was considered an appropriate penalty.
