Jockey C Carmine admitted a breach of the Whip Rule in that he struck his mount 7 times prior to the 100 metre mark. He was, he said, aware of the Rule and after viewing the film, agreed he had clearly breached it.

As the charge was admitted, it was deemed proved.
SUBMISSIONS FOR PENALTY
Although it was Jockey C Carmine’s first breach of the Rule, a fine in accordance with the Penalty Guidelines was asked for.
Jockey C Carmine had nothing to add, except to say that as this was his first breach of the Rule, he was a little unsure of the Guidelines.

The Rule was clearly breached.
CONCLUSION
A fine of $250 was imposed.
