Mr Goodwin indicated the Penalty Guidelines showed for a first breach of the Rule a fine of $150 was appropriate .He did say that a fine of less than that amount had been imposed recently and he would be happy with that.

REASON FOR PENALTY:
This was Jockey Sarah Macnab’s first breach of the Rule and it happened close to the winning post.  The Committee believed this should be reflected in a small discount.
