Penalty: Apprentice Jockey Jade Goodwin is suspended for 6 days

Evidence:

Following the running of Race 2, the Respondent Class B Rider Jade Goodwin, admitted a charge of careless riding which was filed pursuant to Rule 638(1)(d).  The Information alleged that as the Rider of ROSIE BRAHMA, she permitted her mount to shift inwards when insufficiently clear of VANTAANA, which was checked, losing ground near the 800m.

The Respondent acknowledged she understood the Rule and confirmed her admission of the breach. Apprentice Mentor Noel Harris was present to assist.

Rule 638(1)(d) provides: A Rider shall not ride a horse in a manner which the Adjudicative Committee considers to be careless.

Using the available race films, Stipendiary Steward Gary Stewart demonstrated the incident and identified the horses and Riders concerned.

Stipendiary Steward Stewart said that approaching the corner, Jade Goodwin allowed her mount to shift in abruptly, causing interference to VANTAANA.

In response, the Respondent stated that it happened quickly.

Mr Harris said it was her first ride back from a break and the shift was a misjudgment.

Decision:

As the Respondent admitted the breach, the Adjudicative Committee finds the breach proved.

Submissions for Penalty:

Stipendiary Steward A Dooley produced the Respondent’s riding record which indicated no previous breaches under the Careless Riding Rule in the last 12 months.

The Respondent has had 5 mounts in the past 12 months and Mr Dooley advised she was an inexperienced Rider.

Stipendiary Steward Dooley said Stewards assessed the level of carelessness to be in the mid-range.

The Respondent advised of no immediate riding commitments and would take any proposed suspension immediately.

Reasons for Penalty:

After considering all submissions, the Adjudicative Committee determined the Respondent’s carelessness to be in the mid-range and adopted a 7-day (suspension) as the starting point. This conforms with the NZTR Penalty Guide (as of 1 March 2022).

The available films clearly established that the Respondent angled her mount inwards abruptly just prior to the corner, placing the runner inside her, VANTAANA, in significant difficulty for several strides.

The Respondent’s riding record is treated as a neutral factor (due to her limited number of rides) and a 1-day reduction was applied to the 7-day starting point for her admission of the breach and recognition of her inexperience.

After consideration of the above factors, a 6-day suspension was imposed.

Conclusion:

The Respondent’s Licence to ride in races is suspended for a period of 6 days, commencing after racing on 29th September 2023 and concluding after racing on the 8th of October 2023.
