Penalty: Jockey Will Featherstone is fined $300

Following the running of Race 1, an Information was filed by Stipendiary Steward Mr N Goodwin alleging Will Featherstone, made a celebratory gesture prior to the winning post in breach of Rule 638(2).

Rule 638(2) provides: A Rider shall not make a celebratory gesture prior to his horse passing the winning post. 

Mr Featherstone, a visiting Rider from the United Kingdom currently riding in New Zealand for a three-month period, admitted the breach. He explained that there is no equivalent Rule in the UK, but acknowledged his responsibility to adhere to New Zealand’s Racing Regulations.

During the hearing, Mr Goodwin presented a video replay of the incident, highlighting Mr Featherstone’s actions in the final strides of the race. The footage showed him standing tall in the saddle, turning his body, and making pronounced arm gestures with his whip well before the winning post.

Mr Featherstone expressed his regret for the incident, stating that he was unaware his actions constituted a breach of the Rules and apologised for any issues caused.

Decision

With the breach admitted, the charge was deemed proven.

Submissions for Penalty

According to the RIB Penalty Guide, the standard fine for a first offence is $300, increasing to $500 for a second offence within a 120-day period.

Reasons for Penalty

Given the particularly extravagant nature of Mr Featherstone’s celebration and the fact it occurred well before the finish line, the Adjudicative Committee determined there was no justification for a reduction in penalty, noting that ignorance of the Rule does not constitute a defence.

Conclusion

Mr Featherstone is fined the sum of $300.
