SUMMARY OF FACTS:
Following the running of Race 10, the Group 2 17th Coupland’s Bakeries Mile, an Information was presented by Mr John Oatham, Chief RIB Steward, alleging a breach of Rule 638(3)(g)(i) by Apprentice Jockey Kossi Asano which was admitted.
EVIDENCE:
Mr Oatham used the head-on video to show Mr Asano finishing wide on the track and striking his mount seven times.
DECISION:
Mr Asano admitted the breach, therefore the charge was deemed proved.
SUBMISSION FOR PENALTY:
Mr Oatham stated Mr Asano’s record for the last 6 months showed 2 previous breaches.
17th July $300 – 7 strikes
14th August $500 – 7 strikes
Mr Oatham alluded to the revised Guidelines adding an uplift would be expected reflecting the status of this race.
REASON FOR PENALTY:
The Committee had regard for the revised Penalty Guidelines which provide a 5 national day suspension for a third offence, plus 50 % of Jockey share of stake. Mr Asano finished out of a stake-bearing place so no monetary penalty was applied.
Further provisions state: Additional National Days are to be added where whip infringement is in a black-type race.
The Couplands Mile was the feature race of the day carrying a stake of $230,000.
Mr Asano sought a deferment of suspension until after racing at Riccarton on Saturday which was granted.
CONCLUSIONS:
Mr Asano is suspended from the conclusion of racing on 13th November up to and including racing on 26th November 2021.
